Virtual PC refers to installation of a virtual machine on a computing machine which can be operated with a different operating system then the residing computing machine.

The term Virtual PC is introduced by Microsoft and this facility can only be availed on Windows 7 and the successor operating systems.
Whenever a user want to run two different operating systems on a single computing machine, then he can do so by installing a Virtual Machine on his system which will behave as a Virtual PC on the residing PC and can be operated using a different operating systems.
